I SPOKE IN EARLY 2017 AT A GATHERING OF MINISTERS FROM the Organisation for Economic Co-operation and Development (OECD) and G20 nations to discuss the digital future. One of the German ministers confidently asserted over lunch, “The only reason that Uber is successful is because it doesn’t have to follow the rules.” Fortunately, I was not the one who had to ask the obvious question. One of the OECD officials asked, “Have you ever ridden in an Uber?” “No,” he admitted, “I have my own car and driver.”
