I don't get how "simple single-dev/single-machine programming projects" fit in here. I assume "this" is the shift to cloud for VCS tech, but does this sentence mean it can be similar to moving to simple programming projects, or does it mean its impact can be similar to the change from simple programming projects to multi-person projects etc.?

Which adopted a model where all state is transient, applications or specialized storage solutions? Since it looks like a parallel to RAID arrays that treat disks as transient, specialized storage solutions seem to be the answer but the text sounds like it is about applications.
