When I checked the W3C validator, I also found another warning that's not shown on the book, which is titled as 'Consider adding a “lang” attribute to the “html” start tag to declare the language of this document'. Further, the validator points out to a page titled 'Declaring the overall language of a page'. I don't think declaring the overall language of a page has been discussed.
