"NOTE" section

The "NOTE" section indicates that blocking inheritance has "no effect" to the "domain-level settings such as account policies and password policies".

This is not the case. In our enterprise enviro, we blocked inheritance at one OU below DOMAIN CONTROLLERS OU and a change to the Def Domain Password Policy did NOT take affect on the domain Users.

Therefore, the blocking of inheritance DID affect the Def Domain GPO settings.
