In the section, "About the CREATE TRIGGER privilege"

I wonder if some info is missing in the example you cited where
granting CONNECT and RESOURCE allowed a user named Ralph Rotten to
create a trigger on another user's table for which he had been granted
no privileges (Chapter 5, p. 103-104).

I cannot recreate your results (cannot create a trigger on another
user's table after creating a "Ralph" according to your specs), and
am intrigued as to whether I am missing something.

Do you maintain that having been granted the CONNECT and RESOURCE roles,
a user can create a trigger referencing another user's table(s)?

In the third line of the second paragraph down, it reads:

"There does not seem to be an equivalent group for operators in
an OpenVMS system."

It should read:

"There does seem to be an equivalent group for operators in
an OpenVMS system."

OpenVMS does have a group (ie. an identifier) for operators. It takes the
format of ORA_<sid_name>_OPER and is granted in AUTHORIZE via
UAF> GRANT/IDENT ORA_<sid_name>_OPER <username>

The Oracle security book talks a lot about a parameter called

"REMOTE_LOGIN_PASSWORD" wich does not exist. The correct parameter
should be:

"REMOTE_LOGIN_PASSWORDFILE". An example of this is on page 191.
