22.1. IMT-2000 Development
As discussed in Chapter 1, early discussions on a global standard for 3G mobile communication started within ITU already in the late 1980s, initially under the working name FPLMTS (Future Public Land Mobile Telephone System) and later renamed IMT-2000. For several years the work on IMT-2000 progressed as a relatively isolated activity within ITU with discussions mainly focusing on high-level scenarios and requirements.
In the end, the actual technical specification of 3G radio-access technologies was to take place elsewhere, mainly within 3GPP but also within 3GPP2. However, the 3GPP and 3GPP2 radio-access technologies were then submitted to ITU and received ITU approval as IMT-2000 technologies. ...
