Between Dreamweaver CS5 and CSS (Cascading Style Sheets), you can create Web-page designs much as you would design a print page in InDesign, wireframe (draw a rough mockup of a page) in Illustrator or Photoshop, or even draw a sketch of a page on a scratch pad.

And by saving all your CSS in an external style sheet file, all your formatting can be controlled by a single or a small number of style sheets. This makes it easy to manage page layout and design sitewide.
