In early 1987 the European Commission, with the agreement of the then twelve member countries,2 decided to create a pilot program to support the European audiovisual sector. The program was called Media.

The Belgians volunteered to host the offices of the section responsible for animation. Thus the Belgian Committee of Animated Film was born, headed by two people involved in the audiovisual and animation industries. They were Corinne Jenart, a journalist specializing in broadcasting and European affairs, and Marc Vandeweyer, the CFO and executive producer of the animation studio Graphoui.
