Web User Controls enable you to reuse the same visual elements in multiple pages. You can use Web User Controls to create standard page elements, such as standard headers or footers, navigation bars, and menus. You also can use Web User Controls to compose new controls out of multiple existing controls. For example, you can use a Web User Control to create an address form that can be used on multiple pages.
