Introduction

This chapter describes procurement steps and options for an individual project or programme that delivers a new or enhanced asset (referred to as either ‘project’ or ‘projects’) for a client organisation. The ‘Improving Infrastructure Delivery: Project Initiation Routemap Handbook’¹ from HM Treasury defines procurement as:
