State and Education: The Nordic Model in Action

Introduction
Seven years ago, I had the honour of participating in a conference on the welfare state in a global perspective, organized by Professor B. Vivekanandan, my illustrious Keralite colleague, at the Jawaharlal Nehru University. We ended the conference with a joint declaration about the welfare state, The Theses of New Delhi, which was subsequently published (Tausch 2003: 431). These theses are even more relevant today and I will have occasion to return to them in the course of this chapter (see Box 3.1 for ten of the most relevant theses).
