As mentioned in Chapter 3, shortly before the turn of the millennium, DoS attacks became more frequent and their effect more devastating. Numerous companies sprang to the challenge of designing effective and practical DDoS defenses. On the one hand, they had a hard task of designing an effective victim-end defense that can successfully handle high-volume attacks and guarantee low collateral damage.
