While the majority of cloud users are on the consumption side, there is still a significant number of users who are vendors or providers. Any provider who wants to deliver software as a service (SaaS) will need to develop their service within a cloud environment, using practices that are suitable for delivering software to be consumed via cloud or web technologies. This is not to say that discussion around development in the cloud is only relevant to providers. Many enterprises develop their own applications for their own use. It can’t be overstated that use of the cloud makes it considerably easier to develop a complete application. It also takes the burden of needing storage space and the logistics of managing remote users away from the consumers of the application.

All of this is to say that cloud development is not a niche field solely for development providers. Even with all the SaaS services and providers, organizations still need to develop their own solutions. With all of the automation and tools available, development is often within easier reach of nondevelopers.
