A more web-centric development environment is PHP, which works by embedding development code into HTML, rather than embedding HTML into the code. Even if the Perl/PHP development solutions don't meet your needs, a number of other options are available for Tiger that can create enterprise-level websites and online applications.
Finally, no matter how you're developing your site, you should consider adding syndication support through RSS. By RSS-enabling your site, you can promote your content to a larger audience and enable your readers to work with your information in new and more flexible ways.
