13.1 Introduction

This chapter is dedicated to the efforts by international organizations (IOs) to evolve the human resources management (HRM) and optimize the HRM management systems and tools.

The first section of this chapter clarifies the specificities of IOs that require a tailored approach to HR management. The following two sections introduce the notion of a “strategic” approach to the HRM function and discuss its evolution. The chapter then reviews the main phases of the HRM cycle and discusses good practices, international institutions’ (IIs’) experiences, and open issues in modernizing HRM systems and tools.
