Introduction

Change management may be enacted in different ways. A programme may be devised and implemented by an in-house team of experts. But this option becomes increasingly rare as public sector bodies are continually being expected to offer more services with fewer resources – a trend which intensified over a decade of austerity from 2009 to 2019. This resulted in reductions in staff in public sector bodies and the erosion or elimination of specific areas of expertise.
