Most likely you haven't come across programmes before (as I define them in Chapter 1). Or perhaps transformational change in your organization has been run using a series of projects, with the change in business as usual taking place in a less controlled way. Understanding the differences between programmes and projects is crucial to successfully understanding programmes, so if you are uncertain about these differences, I suggest taking a look at Chapter 1 before reading this chapter.
