1Introduction
1.1BACKGROUND
In 2000, the US National Aeronautics and Space Administration (NASA) presented NASA's vision “to improve life here on Earth” (Ramapriyan et al. 2002). To achieve this goal, Earth Science Enterprise (ESE) at NASA combines the NASA-unique capabilities for spaceborne observations with research in various Earth science disciplines to address a number of scientific questions (https://www.nasa.gov/topics/earth/index.html). Some of the key science and application goals are to improve predictive capabilities for the following (Ramapriyan et al. 2002):
Weather forecasts, such as
Five-day forecasts with more than 90% accuracy,
Seven-to-ten-day forecasts with 75% accuracy.
