10 Making Local Adjustments
Just below the Histogram panel resides the Tool Strip 
. With the exception of the Crop Overlay tool, the Tool Strip is used to apply local adjustments. These adjustments affect only certain parts of a photo, which you select. Clicking each of the five tools reveals a set of adjustments related to the particular tool.
