The problems

The space budget

Smeed argued in his seminal paper on the space needs of urban traffic1 that the transport infrastructure required space and that urban space was limited. He built a highly theoretical, abstracted model to investigate what the space budget might be. Smeed began with the table of indicative capacities (see Figure 9.1).
