THE TRADITIONAL ORGANIZATION uses measures of efficiency, utilization, and on-time delivery to track the joint effectiveness of the materials and manufacturing departments. For, in such an organization, the manufacturing managers are measured on how well they can keep machines and workers busy, and how well that work stacks up on an efficiency scale. The materials department, in turn, must deliver the materials to the manufacturing resources in proper time to keep them busy.
