Now that all the planning has been accomplished and the many solicitation content choices have been made, it is time to prepare the solicitation. The Uniform Contract Format (UCF) shown in Exhibit 23-1 is the format used for most conventional source selections using RFPs. While other formats are used for specific purposes, such as the solicitation/contract format for commercial items, all the formats have these common elements crucial to the source selection:

  • They define the requirement.

  • They give proposal preparation instructions, as appropriate.
