The FAR’s definition for a commercial item is extensive and appears in Exhibit 46-1. It includes not only products sold to the general public, but many services as well. It even includes products that are evolving from items sold to the general public but have not yet been offered for sale. And, as you can see in the exhibit, it includes certain categories of nondevelopmental items (NDI).
