6 Systems and Systems Engineering

This chapter discusses systems and systems engineering from different perspectives because policies and projects are systems which are realized using systems engineering^* and project management working interdependently. Moreover, the project takes place in an environment or context which is a system. So, this chapter provides an overview of systems, the system lifecycle (SLC), systems engineering and the system development process (SDP) to help the policymaker, implementer and project manager understand the important aspects of risk management in systems and systems engineering and the interdependency and overlap between risk management in systems engineering and project management.
