Introduction
While Chapter 2 described the basic composition and mission of nongovernmental organizations, this chapter will focus on general sources of complexity within the disaster relief supply chain. To establish a foundation, this chapter describes the phases of disaster relief and the process, followed by the major sources of complexity within the disaster relief supply chain. Figure 4.1 shows the focus of this chapter within the emergency supply chain framework.
