An empirical analysis1

I. Introduction

This chapter explores the impact of gender budgeting efforts and intergovern-mental grants on the educational enrollment of girls and boys in Indian states. We are using educational enrollment as a surrogate for gender equality given that in almost all societies, a higher educational level for girls or women correlates with greater gender equality. Although gender budgeting efforts in the international context now date back several decades, there has been little effort to assess the results of these efforts in a quantitative manner. This study thus adds an important dimension to research on gender budgeting.
