The 2.4-GHz and 5-GHz bands used for wireless are not regulated by communications commissions such as the FCC or European Regulators Group (ERG). Because the spectrum is not regulated, anyone can install and power on a wireless device that operates on those channels without checking with their neighbor across the street or even the FCC.
