National Computer Security Center (NCSC) origi-
nally named the Department of Defense Computer
Security Center, the NCSC is responsible for
encouraging the widespread availability of trusted
computer systems throughout the U.S. Federal
Government
National Security Decision Directive 145
(NSDD 145) signed by U.S. President Reagan on
September 17, l984, this directive is entitled
“National Policy on Telecommunications and
Automated Information Systems Security.” It pro-
vides initial objectives, policies, and an organiza-
tional structure to guide the conduct of national
activities toward safeguarding systems that process,
store, or communicate sensitive information; estab-
lishes a mechanism for policy development; and
