Effectiveness Measures
Effectiveness measures are designed to measure and improve the quality of a program or course, in contrast to efficiency measures, which are primarily focused on activity.
In L&D, we are fortunate to have a framework for the five basic types or levels of effectiveness measures. This five-level framework reflects the work of Raymond Katzell and Don Kirkpatrick beginning in the 1940s and 1950s and Jack Phillips beginning in the 1970s. This framework serves as a base or starting point for chapters 4 and 5, which represent our interpretation, synthesis, and extension of their important work.
