Typically, a user will create a measurement and reporting strategy, and we begin by exploring the reasons to have one. After that, though, this chapter will only focus on the measurement strategy; chapter 10 will add the reporting strategy. We also discuss the creation of a measures library as a single, safe source for the selected measures. By the end of this chapter, you should be well positioned to create the framework for a measurement strategy.
