In addition, there is a version called Standard Edition One,
which is identical to the Standard Edition except that it is
licensed for a maximum of two processors.

Licensing
Oracle products are currently licensed using two different
licensing models:
Per Named User
This option licenses the product to a specified number of
specific individual users. Under this model, you must
include all users of the database, regardless of whether
they use the database concurrently. For example, if 20
users make use of the database, you must be licensed for
20 named users, even if only 5 of them are ever con-
nected at the same time.
Per Processor
This model licenses the product to the server, rather than
individual users, and allows an unlimited number of
users to be connected to the database. Each processor on
the server must be licensed, and so a server with four
processors must have a four-processor license.
