Introduction
When you hear or read about PL/SQL performance tuning, be aware that very often people mean something completely different from what you imagine: It is not just about the PL/SQL code itself! The real topic is significantly wider: People would like to optimize the Oracle database by using PL/SQL as the “glue” to piece together all of the available elements and technologies (including SQL, XML, Java, and so forth).
