It is easy to understand why safety historically has been associated with the absence of or freedom from harm and injury. When we suffer harm, whether as individuals, groups or societies, it is noticed both because it is unexpected and unusual and because it results in discomfort, pain or even loss of life or property. All living organisms respond to harmful stimuli, and in the case of humans the response is not only physiological but also psychological and societal. We know that when we have suffered harm or injury, we try to find and understand the cause(s), and we try to categorise the conditions so that we can remember them and learn to recognise them.
