4.4.1 The Common Alert Protocol format
The Common Alerting Protocol (CAP) format is an OASIS standard. It is a general format for
exchanging emergency alerts and public warnings over various types of networks. CAP
allows a consistent warning message to be disseminated simultaneously over many different
warning systems. It also facilitates the detection of emerging patterns in local warnings of
various kinds, which can indicate undetected hazards or hostile acts.
