13 Building Resilience
Chapter 12 outlined a leader’s role in preparedness – a process of building capabilities across the mission areas of emergency management based on risks. Building resilience complements preparedness by enhancing the system in ways that minimize impact and ensure rapid recovery from stressors. This chapter will define resilience and present several approaches to creating models for examining resilience within a system. Applying components from several of these models, this chapter outlines a systematic approach for examining resilience in a system and developing strategies to enhance resilience. Given our interdependent environment, crisis-ready leaders are engaged with the whole community of stakeholders to anticipate adverse impacts on the system and develop strategies to enhance resilience for the good of their organization and community.
