Before you can estimate the size of a product or the resources required for a project or process, you must define the scope. Customers and designers often identify large lists of items (features, tasks, and services) to be implemented and delivered. Usually, the available resources (effort, time, money, and computer capacity) are not adequate to implement all of the items. To select the “best” items to implement, you need methods to help multiple individuals (the stakeholders) agree on a subset of the items.
