The process of designing an application so it is usable by multiple cultures is known as globalization. Globalization is broken into two components, internationalization and localization. Internationalization (I18N) is the process of making your application able to support the use of multiple cultures; localization is the effort necessary to translate data, labels, help files, support documents, and so on to enable any user to understand the application.
