It is generally expected that spaceborne-based mission operation activities for earth observing would evolve from ground-based toward on-board ones (Teston et al. 1997; Altinok et al. 2016). Many basic and complex operations are expected to gradually migrate onto the on-board computer (Zhou et al. 2004).
