Building a good development seeds file

We're confident that our Votes Context can provide us with the data we need in the format and expectations that we need, so now, we should move on to shoring up the implementation and making sure that everything matches as well. One thing that will help our development of this is to build a good seeds file that will allow us to reset our development instance whenever we need to. Let's open up priv/repo/seeds.exs and start building out a seeds file so that we can reset whenever we need to without impacting our development flow:
