Serializing Configuration Changes
Any time you apply a configuration
change, the handler that takes care of it inside the kernel acquires a semaphore (rtnl_sem) that ensures exclusive access to the data structures
that store the networking configuration. This is true regardless of whether the
configuration is applied via ioctl or Netlink.
