Installing RSAT on a workstation involves downloading a package that includes some Windows PowerShell cmdlets and providers, command-line tools, and the MMC snap-ins needed to present the GUIs. The location doesn't appear to have changed for this tool in over a year and is at https://www.microsoft.com/en-us/download/details.aspx?id=45520. The file names still (at the time of writing) display the WindowsTH monicker (from threshold most likely), but work on the Enterprise, Professional, or Education Windows 10 editions. There are two files available to download, the WS2016-x86 and WS2016-x64 versions. Install the one for your OS's bitness.
