F.1 MPEG-2 Complexity
MPEG-2 is simplified by defining a set of profiles and levels that help to constrain the tools that encode and decode MPEG-2 content. This helps decoder manufacturers build products that handle a defined level of functionality. The encoder manufacturers then have a clear target and some bounded limits within which their bit-stream creation can be engineered.
