e eHealth Initiative, one of the premier associations voicing support for

health information exchange eorts, publishes an online HIE Toolkit that

provides organizational, legal, technical, and business advice and resources

for HIEs (http://www.ehealthinitiative.org/hie-toolkit.html). In its open-

ing section on governance, the HIE Toolkit presents the basic value propo-

sition that “governance is the foundation of a health information exchange

initiative (HIE). It is the rst step, and the most important, in the process

of forming and implementing an HIE” (eHealth Initiative, 2011a).
