Component project setup

Some decisions will have to be made later on about how the hms-core code will be included in distributions of the other projects that require it, but those don't need to be tackled until they're reached, so they'll be set aside for now. In the meantime, setting Up starting point project structures for each of the component projects is the next step. The basic structure, for now, is identical across all four of the component projects;the only differences will be in the names of the various files and directories.

Using hms-core as an example, since that's the first logical code set to start working on, the project structures will look like this:
