There are many, many steps involved in creating a successful synchronous program. Effective learning environments have to be established, trainers must be ready to teach, and participants must be ready to learn. But even if all of these factors are in place, you are not guaranteed success. Synchronous programs have to be designed to maximize interaction and collaboration between participants. Collaboration is more than a "click here if you agree" phenomenon. Collaboration occurs when the trainer is able to facilitate exercises that allow participants to express themselves and prove their knowledge.
