Creating a tags service

The next step for implementing our tagging system is to write a tags service. The service will be responsible for gathering all possible tags within our application. The list of available tags can then be shown to the user within our editor component. That way, the user can add tags to comments and other editable fields within our application. The tags service should also be used to convert text that contains simple hashtags into HTML.
