Applying project management practices to innovation and other types of strategic projects has introduced new challenges for even experienced project managers. Most traditional project managers are accustomed to having a business case accompanied by a well‐defined statement of work at the onset of a project. Innovation projects can begin with just an idea. Project managers may need to establish strong communication channels with potential customers and end users for ideas and solutions to problems.
Traditional project management methodologies may have to be replaced with flexible frameworks that can be continuously updated over the life of the project. There are several types of innovation projects, often with special requirements, and each type may require a unique performance reporting system.
The Government Think Tank
A government “think tank” had the responsibility for monitoring advances in technology that could be applied to future government needs. One of the critical areas for research monitoring was in the development of high‐energy solid propellants that could be used in missile development for the manned spaceflight program, launching communication satellites, weaponry, and space exploration.
