One of the things that makes Google Earth so useful is its capability to overlay other data on top of its maps. This data is added in the form of layers; Google Earth includes layers for borders, labels, places, roads, and much, much more.
Displaying and Using Layers
Each layer in Google Earth adds a level of detail to the underlying map. The map itself is nothing more than the satellite or aerial photo; every piece of information on the map, every road and label and location marked, is part of a layer that is overlaid on top of that basic map.
