Bid and Proposal Preparation

The primary objective of this chapter is not only to provide information about preparing bids and competitive proposals, but also to expose the reader to some of the techniques used in developing responses to government solicitations. To do this we will review the process of preparing and submitting bids and preparing proposals in response to a solicitation. A secondary goal of the chapter is to emphasize the obligation potential contractors have to clarify any ambiguities before receiving the solicitation. Seeking clarification of ambiguities is part of the potential contractor’s sales campaign and is a way to mitigate risk prior to responding to the solicitation.
