Contract Performance
Until now this book has concentrated on the pre-award activities rather than the numerous post-award actions required to fulfill the requirements of the contract. The contract performance phase begins with contract award. One need not be reminded that no work is to begin until the contract is awarded unless the contractor is willing to assume the total risk or the CO has authorized work in advance of contract award. (The latter is sometimes done to obtain material with long lead times.)
